A birth registration alone does not guarantee visibility through school entry, immunisation schedules, or social assistance. Continuity scoring tracks gaps between expected life-course events and recorded contacts.

Transition windows

We define critical windows — neonatal period, preschool entry, primary transition, and adolescence — and show how missing contacts in those windows elevate risk of falling out of the administrative safety net.
