Designing the Child Visibility Index Methodology for Preventive System Diagnosis
This concept note presents the methodological foundation of the Child Visibility Index (CVI), a diagnostic framework designed to assess whether public systems can recognise, reach, and maintain contact with children and families before vulnerabilities escalate into crisis.
It introduces a two-layer approach combining globally comparable indicators across three dimensions — Accessibility, Recognition, and Continuity — with country-specific pathway assessments to identify gaps in early recognition and opportunities for prevention.
